Muhammad Aslam Hayat has been appointed as Chief Corporate Affairs and Security Officer in Telenor Pakistan. He will be joining the company from 8 July 2013.
Muhammad Aslam Hayat is an ICT regulatory professional who is currently working as Centre Director (CEO) of Pacific ICT Regulatory Resource Centre (PIRRC) in Suva, Fiji, a World Bank Project.
In his role at PIRRC, he is responsible to engage with all Pacific ICT Regulators and Ministries. Before joining PIRRC, he worked in Grameenphone (a Telenor subsidiary), Bangladesh for five years mainly advising in legal, regulatory and stakeholder management matters, making strategies and building capacity of Corporate Affairs Division.
He has also worked as consultant to Telenor Pakistan from 2004 till 2006 advising on legal and regulatory matters. During his first tenure in Telenor Pakistan one of his key achievements was to lead the team of mobile operators of Pakistan in limiting mobility of WLL operators and successfully obtained a determination from the regulator. He also assisted in obtaining the LDI License for Telenor Pakistan and also contributed towards MNP and IMEI frameworks and proposed amendments in Pakistan Telecommunication (Re-organization) Act 1996 and in Pakistan Telecommunication Rules 2000.
During his tenure in Ministry of Information Technology from 2002 till 2004 he was part of the team, which worked on ICT policies in Pakistan including Telecom Deregulation Policy 2003, Mobile Cellular Policy 2004 and Universal Service Fund Policy, 2006. He has also drafted various ICT laws for Pakistan.
